Burglary, car chase lead to arrests

OTTUMWA — A joint investigation between the Wapello County and Jefferson County sheriff's departments has resulted in multiple arrests.

Events started with a report of a burglary on 140th Avenue north of Ottumwa on the evening of January 2. The next day, law enforcement from Wapello and Jefferson counties chased a vehicle that fled from authorities near Fairfield and continued into Wapello County. Stop sticks from a Wapello County deputy finally ended the chase on Agency-Hedrick Rd., north of Agency.

Carter Shepard, 25, was behind the wheel. He faces multiple traffic charges and was also charged with being a felon in possession of a firearm, a Class D felony. Shepard is being held in Jefferson County.

When authorities searched Shepard's Libertyville, Iowa, home, they found "several stolen items" from burglaries in both Wapello and Jefferson counties. Three people, Michael Bibby Jr., 25, and Joseph Bibby, 26, both of Libertyville, Iowa, and Amber LaDouceur, 24, Ottumwa, were charged with possession of stolen property. They are being held in the Jefferson County Jail.

The investigation is ongoing and authorities in both counties anticipate filing additional charges.
