The Red Cross' Tornado App, along with the others, are available in the online Apple Store, Google's Play Store for Android or by visiting www.redcross.org/mobileapps.

The National Weather Service offers a comprehensive list of free email and messaging alert services, as well as a few that have fees attached, at www.weather.gov/subscribe.
