KNOXVILLE — Police have determined no one was at fault after a Nov. 16 horse carriage incident during Knoxville's Living Windows event injured one person.

The incident occurred at 6:23 p.m. Nov. 16 on Knoxville's city square. Police said a juvenile skateboarder had caused a loud noise by slamming the front wheels of his skateboard on the ground, startling the horses and causing them to swerve into a group of people.

Through interviewing witnesses and watching video footage of the incident, police determined the juvenile did not intentionally cause the disturbance and did not appear to realize the horses were frightened behind him.
